Press Statement

Mark C. Toner
Deputy Department Spokesperson
Washington, DC
February 20, 2016

The United States commends the Ugandan people for participating actively and peacefully in the February 18 elections. While the vote occurred without major unrest, we must acknowledge numerous reports of irregularities and official conduct that are deeply inconsistent with international standards and expectations for any democratic process.

Delays in the delivery of voting materials, reports of pre-checked ballots and vote buying, ongoing blockage of social media sites, and excessive use of force by the police, collectively undermine the integrity of the electoral process. The Ugandan people deserved better. We are also concerned by the continued house arrest of opposition presidential candidate Kizza Besigye. We call for his immediate release and the restoration of access to all social media sites.

We encourage those who wish to contest the election results to do so peacefully and in accordance with Uganda’s laws and judicial process, and urge the Ugandan government to respect the rights and freedoms of its people and refrain from interference in those processes.

U.S. Calls for Release of Uganda’s Opposition Leader

KAMPALA, Uganda — The United States called for the release of Uganda’s chief opposition leader, Kizza Besigye, who has been under house arrest since Friday, before President Yoweri Museveni was declared the winner of a presidential election marred by widespread irregularities.
Mr. Museveni won last week’s vote with more than 60 percent of the vote, according to the electoral commission; Mr. Besigye had 35 percent.

“We call for his immediate release and the restoration of access to all social media sites,” the State Department said Saturday evening. “Delays in the delivery of voting materials, reports of pre-checked ballots and vote buying” and “excessive use of force by police” had undermined the vote, it said.
“The Ugandan people deserved better.”

Mr. Besigye was arrested Friday after the police stormed his party’s headquarters. He was there tallying votes, which his party said included wins at polling sites in Uganda’s north, in Kampala and in other areas of the country. The election ran smoothly around the countryside, according to electoral observers, but not in Kampala, the capital, where opposition parties get much of their support. Voting there started up to seven hours late because the ballot papers were not available.
Mr. Besigye rejected the electoral commission’s results.

On Sunday, access to social networking sites remained blocked. Equally critical, mobile-money services — the equivalent of using a debit card — also remained blocked.
Both Mr. Besigye, as well as another candidate, Amama Mbabazi, the second-most popular challenger, and until recently the prime minister, remained under effective house arrest. Gen. Katumba Wamala was also said to be under scrutiny, after results showed Mr. Museveni had not performed well at the polls at army barracks. A Uganda army spokesman said soldiers were “free to choose anyone they want.”

“Democracy is on trial,” Mr. Besigye said on Twitter, through a virtual private network.
Everything seemed so different last weekend. In elegant dress and sharp suits, the country’s elite rubbed shoulders and cameras followed candidates on the red carpet, as Ugandans watched their president publicly debate politics for the first time. There were several sharp exchanges, but the historic moment was heralded as metamorphic.

Since then, Mr. Besigye has been arrested four times, and at least two people have been killed and over 20 injured in rioting that the authorities have combated using tear gas and clubs.
“The state can do even more,” President Museveni said, in response to clampdowns on communication. “People who think the state is something to joke, that is just a test.” He also hinted he would be ready to work with Mr. Besigye and Mr. Mbabazi if they returned to his governing party, a sign that mediation from foreign powers could become effective.
As night fell on Sunday, so did the veil on the Internet, and underneath lay the silenced remains of Thursday’s anguish.

“I wll never vote ag’n,” read a Twitter post from one voter who wrote that Mr. Besigye had 1,256 votes compared with 628 votes for Mr. Museveni at his polling site when the results were tallied Thursday. But the commission had said Mr. Museveni garnered 827 votes and Mr. Besigye 260.
One screenshot posted to Twitter of results suggested that Mr. Museveni had earned 760 votes, compared with just two votes for Mr. Besigye, at a polling station with only 437 registered voters.
A video posted online showed voters at one polling site seemingly voting on torn rips of school notebook paper.

“Voice stolen thru ballot stuffing & cheating,” read a Twitter post from Winnie Byanyima, the wife of Mr. Besigye, a political force herself, and the executive director of the charity Oxfam International.

Ugandan election commission lacks 'independence': EU observers

European Union observers on Saturday criticised Uganda's elections, saying the electoral commission lacked transparency and accusing the police of using heavy-handed tactics in detaining an opposition candidate.
The EU report comes as President Yoweri Museveni eyes a fifth term in power with a clear lead, hours before expected final poll results, with his closest rival under police guard at home.
While "voting was conducted in a calm and peaceful environment in the vast majority of the country", the EU observers noted a "lack of transparency and independence of the Electoral Commission."
The election was disrupted in the capital Kampala by the late arrival of ballot boxes and papers and angry demonstrations by frustrated voters that police quelled using tear gas.
At nearly 28,000 other polling centres voting passed off smoothly, but voting was extended for a second day on Friday in 36 places after delays.
Commonwealth observers echoed similar concerns.
"Key concerns...(were) the increased prevalence of money in politics, the misuse of state resources - which led to significant advantages for the incumbent - and the competence, credibility and ability of the Electoral Commission to manage the process effectively and impartially," the 13-nation Commonwealth Observer Group said, headed by former Nigerian president, Olusegun Obasanjo.
"The inexcusable delays of supply of material to polling stations, particularly in Kampala and its environs, and other deficiences in the process... have seriously detracted from the fairness and credibility of the result of the elections."
Opposition leader Kizza Besigye was arrested for a third this week on Friday, and remained under police guard at his home on Saturday.
Police surrounded his Forum for Democratic Change (FDC) headquarters on Friday, firing tear gas and using water cannon, before storming the building and arresting him, saying they wanted to prevent him from unilaterally proclaiming his vote score.
"This action severely violates freedom of expression," the EU said, also criticising the domination of Museveni's ruling NRM party.
"The National Resistance Movement (NRM's) domination of the political landscape distorted the fairness of the campaign, and state actors were instrumental in creating an intimidating atmosphere," it added.
Museveni, 71, and Besigye, 59, were once close. They fought together in a bush war to overthrow Uganda's first post-independence leader Milton Obote, during which Besigye served as Museveni's trusted personal physician.
EU members appealed to the rivals to find a peaceful solution once results are announced.
"It is essential that the challenges facing Uganda will be resolved within the democratic process in a peaceful manner," said Jo Leinen, a European MEP lawmaker from Germany.

Ugandan President Yoweri Museveni won 60 percent of the vote in Thursday's election, the electoral commission said. Here, a policeman chases opposition supporters on Friday.
KAMPALA, Feb 20 (Reuters) - Ugandan President Yoweri Museveni extended his 30-year rule on Saturday, winning an election that international observers said lacked transparency and his main opponent, under house arrest, denounced as a sham.
One of Africa's longest-serving leaders, Museveni won 60.8 percent of the vote, while main opposition candidate Kizza Besigye secured 35.4 percent, according to the electoral commission.
"We have just witnessed what must be the most fraudulent electoral process in Uganda," Besigye said in a statement, calling for an independent audit of the results.
Besigye, who had been detained three times this week, said he had been placed under house arrest. A Reuters reporter saw his home encircled by police in riot gear and media were barred from approaching it.
The United States on Friday urged Museveni to stop the security services harassing his opponents. Another of Museveni's rivals, former prime minister Amama Mbabazi, had also been put under house arrest, according to his spokeswoman.

Kizza Besigye, one of Museveni's main challengers, was placed under house arrests as the results were announced.

Museveni, 71, has presided over strong economic growth but is accused at home and abroad of repression of dissent and failing to tackle rampant corruption in the nation of 37 million people.
Museveni's ruling National Resistance Movement party said the veteran leader's victory showed that "opponents failed to offer any alternative apart from empty promises."
European and Commonwealth observers criticized the handling of Thursday's vote.
The EU observer mission said it had been conducted in an intimidating atmosphere, while Commonwealth observers said the poll "fell short of meeting some key democratic benchmarks."
Eduard Kukan, chief observer for the EU mission, told reporters in Kampala the poll had been undermined by a "lack of transparency and independence" at the Ugandan electoral commission.
"State actors created an intimidating atmosphere for both voters and candidates," he added.
Besigye urged the international community to denounce the poll win by Museveni, who has won favor with the West by sending Ugandan troops to Somalia to battle Islamist militants with ties to al Qaeda.
"Please reject the temptation to ratify this sham election," said Besigye, who was Museveni's personal doctor in the 1980s.

The opposition says the poll was rigged, and international observers criticized the lack of transparency and "intimidating atmosphere."

FACEBOOK, TWITTER BLOCKED
U.S. Secretary of State John Kerry called Museveni on Friday to voice concern over Besigye's detention, the harassment of opposition figures and the shutdown of social media such as Facebook and Twitter on election day.
"(Kerry) urged President Museveni to rein in the police and security forces, noting that such action calls into question Uganda's commitment to a transparent and credible election process free from intimidation," the U.S. State Department said on Friday.
Museveni replied to Kerry that Besigye had tried to assault a police officer and had not been arrested but rather escorted home by police, according to Ugandan media.
"I told Kerry not to worry a lot about the internal affairs of Uganda because we know how to handle the issues," the Daily Monitor newspaper quoted the president as saying.
Besigye's detention on Friday contributed to a day of chaos in some parts of Kampala, with opposition supporters hurling rocks at police and erecting street barricades.
Police officers set off stun grenades and fired tear gas at crowds outside the headquarters of Besigye's Forum for Democratic Change, where senior members of the party accused organizers of rigging the vote.
Museveni brought calm and stability to Uganda after decades of chaos under leaders Idi Amin and Milton Obote, but many opposition voters accuse the former guerrilla fighter of becoming increasingly autocratic and wanting to rule for life.
The opposition had tried to tap into mounting anger among young voters, especially in urban areas, where unemployment is high and many are frustrated by the poor state of schools and hospitals.
"We are disappointed, the election has been rigged," said 23-year-old Brenda in Kampala, who declined to give her second name out of concern for her security. "I have never seen another president and it seems it will be like that until he dies."

‘Tweeting from Canada, voting in Uganda’: How Ugandans evaded an election day internet crackdown

As Uganda’s ruling party arrested opposition leaders and shut down social media in the midst of a disputed presidential election, a Toronto scholar is among those the charge to circumvent media controls using the same technology that Canadians use to watch American Netflix.
“We are like ninjas,” Gerald Bareebe told the National Post in a Twitter direct message from Uganda.
“There is a feeling you get that I cannot even describe. You feel more powerful than the mighty state. You feel like you have broken the chains that have been holding you captive,” Bareebe added by email.
On Thursday, Ugandans went to the polls in a presidential election that will decide the future of Yoweri Kaguta Museveni, who first took power in a 1986 coup.
But as voting began Thursday morning, Museveni’s government cut off access to social media platforms including Facebook, Whatsapp and Twitter.

(AP Photo/Frank Franklin II, File)In this September 28, 2016 file photo, Uganda's President Yoweri Kaguta Museveni speaks during the 70th session of the United Nations General Assembly at U.N. headquarters. Uganda's long-time president is attending a televised debate Saturday Feb. 13, 2016 night, in which he faces seven challengers, including his former prime minister.
The president explained that the shutdown was ordered as a “security measure to avert lies … intended to incite violence and illegal declaration of election results.”
Ugandan police were showing a similar suspicion of free media in the lead up to the vote. “I fear the camera more than the bullet … because it distorts the truth,” Kale Kayihura, head of the Uganda Police Force, told domestic media earlier this week.
However, the blockage can be circumvented via the use of a “virtual private network,” a method that can be used to hide a user’s identity and location. Commonly used by Canadians to view international versions of Netflix or Hulu, VPN services are also popular in China to access websites blocked by government firewalls.
Because local media houses are very scared of the regime, we have used Twitter and Facebook to break stories about opposition arrest and published images of voters being beaten by the military on polling station.
Born in Western Uganda, Bareebe is a PhD student at the University of Toronto and a former Jeanne Sauvé Scholar at McGill University.
After voting first thing Thursday morning, Bareebe said he noticed the outage, immediately installed a VPN to bypass it and then joined other Ugandans in using phone calls and text messages to alert others to the workaround.
“Once I tried and it worked for me, I started spreading information to my colleagues,” he said.
According to Google Trends, Ugandan web searches for “VPN” went up dramatically on Election Day. By Friday, one VPN provider, Trust.Zone, reported 300,000 downloads of its software coming from Uganda on the first days of the election.
Other counts had Uganda’s total number of VPN downloads reaching more than 1.5 million, although this number could not be confirmed.
“Because local media houses are very scared of the regime, we have used Twitter and Facebook to break stories about opposition arrest and published images of voters being beaten by the military on polling station,” said Bareebe.
“These guys came to power through a guerrilla war, it is no surprise that they want to rule like bandits.”
Images have emerged appearing to show ballot boxes being stuffed and of heavy military presence in opposition areas. One particularly widely shared image showed a soldier appearing to seize a ballot box before voting had finished.
A hashtag #1986pictures was also started to mock Museveni’s three decade hold on power. Amid images of boxy cathode ray tube televisions and a pre-pubescent Leonardo di Caprio, one 33-year-old Ugandan wrote “I was three years old when these rebels took power.”
“We’ve mocked them online!!” said Bareebe, noting that in some cases, government Twitter accounts have started responding to the avalanche of criticism coming by way of Ugandan VPN users.
After configuring their VPNs to show their location as being in Canada, some Ugandans even openly touted being virtually “in” Canada on election day.
“Tweeting from Canada, voting in Uganda,” wrote Twitter user Samuel Gaamuwa.
The internet crackdown attracted swift condemnation from international sources, particularly the United States mission in Uganda.
On Friday, U.S. Secretary of State John Kerry called Museveni to demand that the internet blockage be removed “immediately” and added that the United States “stands by the Ugandan people as they undertake this most essential democratic endeavor.”
A statement from Amnesty International called the shutdown “nothing but an exercise in censorship.”
Museveni remained poised to win as of press time, although amid the chaos of the voting observers had severe doubts as to the legitimacy of the result.
Most notably, Thursday saw the arrest and brief detention of opposition leader Kizza Besigye as he was leading reporters to a house where he alleged that ballot stuffing was taking place.

The pagan teachings of Yonggi Cho

INTRODUCTION
Have you had difficulty explaining the dangers of David Yonggi Cho’s teachings to friends or family?
The teachings of David Yonggi Cho’s ‘Fourth Dimension’ has infected millions of churches around the world. Many church leaders are not aware how foreign these teachings on “faith” are from the historical Christian faith.

In this article, we have attempted to capture the complicated Fourth Dimension teachings of Yonggi Cho into a “simple” diagram. We hope this resource helps people discern the  blatant pagan mysticism in David Yonggi Cho’s “Laws of the Fourth Dimension” philosophy. (All quotes in this article are taken from Yonggi Cho’s book ‘The Fourth Dimension’ Volume 1, 1979.)
4thDimensionDiagram
Keep in mind these beginning quotes from David Yonggi Cho and ask yourself throughout this article:
  1. Does he contradict himself?
  2. Does the “Holy Spirit” that gave him this fourth dimension revelation contradict the Holy Spirit that wrote the scripture?
  3. What specific scriptures do you think can refute some of the things he says?
QUOTES FROM DAVID YONGGI CHO
“I was amazed coming to America and reading the books some American ministers gave me, for these books had almost made the subconscious into an almighty god, and that is a great deception. The subconscious has certain influence, but it is quite limited, and cannot create like our Almighty God can. I have begun to see in America the Unitarian Church try to develop the subconscious, the fourth dimension of the human spirit, and put that human spirit in the place of Jesus Christ; this indeed is great deception, and a great danger.” pg. 30
“I fasted and prayed, seeking the faith of the Lord, and His answers. Then a glorious revelation came to my heart, and I received a clear explanation. And from that time on I began to explain these things through my lectures in my church in Korea. Now I can give a satisfying reply to any of those questions, and I can easily give explanations, explanations as clear as a sunny day. Let me explain it to you.” pg. 26
THE TEACHINGS OF THE FOURTH DIMENSION IN DIAGRAM
You’ll notice that once all the Christianese is removed, the Fourth Dimension doesn’t come across remotely Christian. To help encapsulate his teaching, we will break this diagram down so you can see how Cho teaches on the Fourth Dimension.
1. First dimension…
1stDimension
“When you study geometry you put up two points, one here, and one there, and if you draw a line between the two you call it one dimension. It is just one line between the points, one dimension.” pg. 26-27

2. Second dimension…
2ndDimension
“But if you add line upon by the hundreds of thousands, then one dimension naturally creates a second dimension.” pg. 27

3. Third dimension…
3rdDimension
“And if you stack up planes one upon another then it becomes cubic; this is called the third dimension. The material world and the whole earth belong to the third dimension.” pg. 27

4. Fourth dimension…
4thDimension
“This chaotic world belonged to the third dimension, but the Holy Spirit, who is pictured here incubating on the third dimension, belongs to the fourth dimension. So the spiritual kingdom of faith belongs to the fourth dimension.” pg. 27

5. The human heart penetrates all dimensions…
4thDimensionHumanHeart
“Then God spoke to my heart, “Son, as the second dimension includes and controls the first dimension, and the third dimension includes and controls the second dimension, so the fourth dimension includes and controls the third dimension, producing a creation of order and beauty. The spirit is the fourth dimension. Every human being is a spiritual being as well as physical being. They have the fourth dimension as well as the third dimension in their hearts.”” pg. 28

6. We incubate things from the fourth dimension into the third dimension…
4thDimensionIncubation
“So men, by exploring their spiritual sphere of the fourth dimension through the development of concentrated visions and dreams in their imaginations, can brood over and incubate the third dimension, influencing and changing it. This is what the Holy Spirit taught me.” pg. 28 “The Bible says that faith is the substance of things hoped for, a substance which first has a stage of development- of incubation- before its usage can be full and effective.” pg. 1

12. There are three types of spirit in the universe…

13. The three languages of the Holy Spirit are faith…
4thDimensionLanguage-Faith
“There are, however,  certain ways your faith works, and links you to the Heavenly Father who dwells within you…  First, to use your faith you must be able to envision a clear-cut objective. Faith is the substance of things, clear-cut things, hoped for.” pg. 1-2

14. … Visions and dreams…

4thDimensionLanguage-VisionDreams
“But we are so limited in space and time, and the only way for us to incubate is through our imaginations, through our visions and dreams. This is the reason the Holy Spirit comes to cooperate with us – to create, by helping young men to see visions, and old men to dream dreams. Through envisioning and dreaming dreams we can kick away the wall of limitations, and can stretch out to the universe.” pg. 31 “Visions and dreams are the language of the fourth dimension, and the Holy Spirit communicates through them.” pg. 32

15. There is an evil fourth dimension and a divine fourth dimension…
4thDimension_Divine-EvilDimensions
“The Holy Spirit said to me, “Look at the Sokagokkai. They belong to Satan; the human spirit joins up with the spirit of the evil fourth dimension.” pg. 28. “People would come and challenge me, “We can do the same miracles.” I would say, “Yes, I know you can. […] You are linked to the evil fourth dimension.” pg. 29. “While we do recognize certain realities and truths in these teachings, it is also important to realize that the devil  occupies an evil fourth dimension.” pg. 30.

DAVID YONGGI CHO’S CONCLUSION
“Miracles come not by blindly struggling. There are laws in the spiritual realm, and you have endless resources in your heart.” pg. 20
“I cannot carry out my ministry of winning souls by simply knocking on doors, struggling and working myself to death. I use the way of faith, and the church is growing in leaps and bounds.” pg. 36
“God wants to manifest Himself through you today, just as He manifested Himself through Christ 2,000 years ago. He is just as powerful as He was before, and He is depending upon you. I claim that I could build a church which has more than 10,000 members very easily in the States, as well as in Germany or in Tokyo, for the vision for a church is not built in the external world, but inside a man or woman.” pg. 20

In Summary
Bribery allegation. Government will buy the 18 million hoes amid Opposition claim of voter bribery by Opposition.

Kampala. Government has brought forward the procurement of 18 million hoes from next financial year to this year as President Museveni puts in a last-minute attempt to win over the crucial rural vote.

Confronted by biting poverty in Uganda’s rural areas as he launched his campaign for a fifth term in November last year, Mr Museveni reacted by directing Prime Minister Ruhakana Rugunda to include the procurement of 18 million hoes for six million households in the 2016/2017 Budget. The financial year commences in June.
Mr Museveni argued that the hoes would boost food security and incomes for small land owners and gradually transform Uganda from an agrarian to industrial economy by 2040.

The Agriculture ministry had, however, warned that it had no Shs140b to bankroll the procurement of the hoes, insisting that the President’s pledge can only be implemented in phases beginning with a Shs50b allocation in the 2016/17 financial year.

With retail price of a hoe standing at Shs10,000 per piece, 18 million hoes would cost Shs180 billion, which is about 30 per cent of the Agriculture ministry’s budget for this fiscal year.

But as Mr Museveni’s pledge was coming under fire from the Opposition, Premier Rugunda on Monday started distributing hoes in Terego County of West Nile sub-region and rallied the recipients to vote the ruling NRM.
“We are pleased to be rolling out this national programme of providing this key farm implement today, starting from Terego in Arua District. Without a doubt, come February 18, all votes from here should go to President Museveni and the NRM flag bearers to ensure that the country continues on the path of steady progress,” Dr Rugunda said.
The decision to draw back the distribution of hoes to coincide with the home stretch of the campaigns, with just eight days to the polls, has attracted skepticism from Opposition politicians who insist it amounts to voter bribery.
The Opposition has challenged the government to abide by the African Union 2003 Maputo Declaration, and allocate 10 per cent of the Budget to agriculture, if it genuinely harbours ambitions to turn around the fortunes of Uganda’s agriculture.

Only 2 per cent of the 1015/16 Budget went to agriculture, with the bulk allocated to roads, electricity and defence.
The FDC flag bearer Dr Kizza Besigye, has promised to increase agriculture’s share to 15 per cent of the Budget.
Terego County MP Kasiano Wadri, whose backyard was used as a launch pad for the hoes campaign, yesterday said the Electoral Commission should rein in Mr Museveni and the NRM for engaging in voter bribery. “What they are doing is an illegality. What kind of presidential pledges can be implemented at this time? Even me, I cannot give anything to any group because of the guidelines in the law. If I give anything right now, it would be misconstrued as bribery,” Mr Wadri said.

Mr Henry Muguzi, the national coordinator, Alliance for Campaign Finance Monitoring, a coalition of civil society organisations advocating for transparency in election campaigns, said: “If that is the case and the hoes were given out as campaign material, it is a clear indication of voter bribery and we strongly condemn it. We regard voter bribery as cash or any items given out to induce voters to vote a particular candidate.”

Asked whether the Electoral Commission (EC) would interest itself in calls to sanction Mr Museveni’s distribution of hoes, as demanded by the Opposition, EC spokesman Jotham Taremwa said the NRM flag bearer was executing his presidential duties. “ Museveni remains President of Uganda until after elections and a new president is sworn in. While he is a candidate, he has duties to execute as President,” Mr Taremwa said.

Prime minister Ruhakana Rugunda

As if rattled by persistent taunts about unfulfilled promises, government on Monday started distributing some of the 18 million hoes pledged by President Museveni last November.
The first hoes were given out in Terego county, Arua  district, at a ceremony officiated by prime  minister Ruhakana Rugunda.

In a statement, Dr Rugunda’s communications adviser Julius Mucunguzi said the premier was accompanied by agriculture minister Tress Bucyanayandi; Dr Samuel Mugasi, the executive director of the National Agricultural Advisory Services (Naads); and Ms Christine Guwatudde Kintu, the permanent secretary in the Office of the Prime Minister.

Rugunda is quoted as having told a sizeable gathering in Terego that President Museveni is a leader who keeps his promises.

But that is not a view unanimously held by all Ugandans. Mr Museveni has often faced questions about roads promised but un-tarmacked, money pledged but undelivered or buildings promised without a brick being seen.

During a recent campaign rally ahead of next week’s elections, the president explained that everything would eventually be done, but that the ruling party chose to prioritise things such as transport and energy infrastructure.

“We are pleased to be rolling out this national programme of providing this key farm implement today, starting from Terego, Arua district,” Rugunda is quoted as having said at the handover of the hoes.
Rugunda said the hoe is a key tool that is used by most Ugandans, and that it complements mechanized farming using tractors.

“Most of us are here today because of the hand hoe. We used it to grow crops for food and for sale. There is no contradiction to modernisation of agriculture. The hoe is very important,” Rugunda said.
When he pledged the hoes in November, Museveni provoked widespread criticism and media debate, with some questioning the viability of hoes in an age of mechanization.

Museveni Blasts Opposition: Leave My ‘Hoes’ Programme Alone

    By: Kenneth Kazibwe

  • Nov 26,2015
President Museveni has fired back at opposition politicians for attacking him over the hoes he intends to give out to farmers around the country.
Early this week, the president ordered the Office of the Prime Minister to procure and distribute over 18 million hoes for farmers, an initiative that was criticised by opposition politicians as dragging the country back to rudimentary methods of farming.
Addressing supporters at Moroto Town Council, Museveni laughed at the politicians whom he said are naĂŻve about farming but simply sit in air conditioned offices in Kampala to criticise his programmes.
“I see some politicians seated in rotating chairs and air-conditioned offices in Kampala criticizing me for buying hoes. Yes I buy them because I know my people need them. This doesn’t stop me from buying tractors,” Museveni said.
“I know more about tractors and new farming methods than those politicians who just sit in offices in Kampala because I am a farmer myself. They don’t know what the farmers what like I do.”
The President clarified that supplying hoes doesn’t stop him from providing tractors but noted that he first provided hoes to the farmers with small pieces of land that are inaccessible and would later cater for those who can afford using tractors.
He told the people of Moroto that government has distributed hoes, oxen and oxen ploughs to be used by farmers in the area.
Museveni emphasised the need to use the available infrastructure like roads and electricity to create wealth by themselves.
He said modern agriculture would better serve this purpose of seeing that the Karamajong get some incomes that would boost their wealth.
Museveni said programmes like NAADS and Operation Wealth Creation would be used to provide seeds and live stock to families as a way of getting them out of poverty.
